Question about eligibility for teams

I want to work on a team with a friend I met in summer camp, but he isn't in an eligible district. Can I include him on my team?

  The rules allow for teams of up to 4 people of which 2 have to be 'in' the Member's District (home or school). You can have a team of yourself and one person outside the district.
