Monetize

If my app that I create draws attention does the competition own the rights to it? Meaning can I sell it or does the contest own it?

  Because of House Ethics Rules, you cannot use your participation or winning of a Member's challenge to advertise your app. You are free to monetize your app AFTER the challenge is over without mentioning the House of Representatives.

  The challenge does not own the app.
