Fully functioning prototype for mobile device

Can I submit a fully functioning application as a prototype?
It seems like the district office is asking for something that can run on a PC or MAC, but I chose the Android platform in the beginning and only have fully function app for an Android device. My app has a hardware requirement as well, so it will need the hardware on a device.
